The Super Port
Dover AFB is the East Coast's primary Space-A hub for Europe. The terminal averages about 20 Space-A flights a month, with Ramstein alone accounting for more than half. Cat VI travelers reached the boarding line on 98.6% of categorized roll calls.
Dover is uniquely Europe-focused among East Coast hubs. BWI runs about half the Europe volume (47 flights vs 93 over the same window) and sees roughly twice the competition (49% fill vs 24%). McGuire and Charleston run a few Europe missions a year, but they're occasional runs rather than the main act — McGuire posted just 4 Europe flights in 8 months, Charleston 17. For Ramstein, Spangdahlem, or Mildenhall, Dover gives you more flights and emptier seats per flight than any other East Coast terminal.
The move: if you can flex your dates by a week, drive to Dover. BWI is the better call when you need a confirmed travel window — heavier competition there means more reliable demand, but fewer empty seats per flight. Dover's empty seats are the easier roll if you have time to wait. Show up flexible on date and direction, and Dover will move you east.

Editorial summary of the live numbers below.
- Dover runs a steady schedule with large seat releases, and the great majority of those seats fly empty. Plenty of room.
- More than half of Dover's flights go to Ramstein — many times the volume of any other destination. Don't plan on a direct CENTCOM mission from Dover; none have run in our data.
- Mid-week is when things happen — Monday, Wednesday, and Thursday carry most of Dover's flights, and Tuesday is the surprise quiet day. CONUS hops to Norfolk, Andrews, Pope, and Charleston release plenty of seats but fly nearly empty — if you can do a CONUS swap, those flights are walk-on opportunities.
- Cat VI almost always gets on — nearly every categorized flight rolls all the way down to Cat VI before competition runs out. Combined with the high empty-seat rate, Dover is one of the most welcoming hubs in the system for retirees, dependents, and other lower-priority travelers: if a flight runs and you're at the counter, you're almost certainly getting on.
- April 2026 saw an unusually high spike in flight volume across many AMC terminals — probably driven by real-world operations rather than typical cadence. Weight the other months more heavily when planning your trip.

- Duty pax check-in counters open 5 hours prior to departure; duty pax must be in line NLT 3 hours 20 minutes prior to scheduled departure. Late arrivals get re-booked through Customer Service.
- Roll calls run 4 hours before departure. Plan to be at the terminal 1–2 hours before roll call.
- Baggage: 2 bags per traveler, 70 lb max per bag, 62 linear inches max, plus 1 carry-on and 1 personal item that fits under the seat.
- On select flights only 20 passengers are authorized checked baggage due to aircraft limits — passengers selected beyond 20 are carry-on only.
When You Show Up
Parking, lodging, food, and what to do if you don't get on.
Parking
Long-term traveler parking is free, in a lot near the BX about three-quarters of a mile from the passenger terminal. Stop at the info desk first — the PAX rep issues a parking permit and dashboard card. 60-day limit. No shuttle service between the lot and the terminal, so plan to walk (or get dropped at the curb after parking).
Check-In
Duty pax: Passenger Services counters open 5 hours before departure; be in line NLT 3 hours 20 minutes prior. Space-A: arrive 1–2 hours before the 4-hour-prior roll call.
When to Arrive
The service counter runs 8am-midnight. The recording line is available 24/7 but in-person service stops at midnight. Travelers with kids note the terminal's family room — kids' movies, toys, books, and a small indoor play structure — makes a long roll-call delay much easier to wait out.
If You Don't Get On
Missing a flight doesn't cost your sign-up — your original date/time stays on file for the active window. If you need a re-set, call the on-base lodging desk early; Dover is a 1.5-hour drive from Philadelphia International (PHL) if you need a commercial fallback.

Common Destinations
Editorial notes to complement the live counts on the flight tables above.
- By far the dominant route — 87 flights over the past 8 months (~11/month), averaging 35 seats released and a 26% fill rate. That's the highest fill rate at Dover, but the average Ramstein flight still leaves about 26 empty seats — and Cat VI reaches the manifest on 96.5% of categorized Ramstein flights.
- 12 flights in the last 8 months, averaging 65 seats released and 0% fill. Cat VI reaches the manifest on every categorized flight (8 of 8). The biggest empty-seat opportunity at Dover for travelers headed to the Norfolk / Virginia Beach area.
- 9 flights over 8 months, averaging 53 seats released and a 4% fill rate. Cat VI reaches the manifest on every categorized flight (7 of 7). An infrequent empty coast-to-coast hop — Travis is the West Coast's busiest Space-A hub, so it feeds onward Pacific routes (Hawaii, Japan, Korea, Alaska).
- 7 flights in 8 months, averaging 24 seats released and 0% fill. Cat VI reaches the manifest on every categorized flight (5 of 5). Useful if you're DC-bound.
- 6 flights in 8 months, averaging 25 seats released and 0% fill. Cat VI reaches the manifest on every categorized flight (6 of 6). Easy seat south on the East Coast.
- 4 flights in 8 months — about one every other month. Avg 20 seats released, 0% fill. Cat VI reaches the manifest on every categorized flight (3 of 3). The only Dover-to-UK option we've seen — but plan around the schedule, not on it.
- 4 flights in 8 months — about one every other month. Avg 48 seats released, ~1% fill. Cat VI reaches the manifest on every categorized flight (3 of 3). Dover's northern outlet — a near-empty path to Alaska when it runs.
- Rare — only 2 flights in 8 months. Avg 62 seats released when it does run. Treat as a Ramstein near-miss alternative, not a primary target.

FAQ
Travelers ask these about this terminal specifically.
Should I call the terminal before driving out to Dover?
Yes — seat counts and roll-call times move fast. One traveler called before a 2-hour drive and found one of three listed flights already at 0 seats; by arrival a second had cancelled. A quick call to the passenger service line before you set out can save a wasted trip.
How busy is Dover for Space-A?
Dover averages about 20 Space-A flights a month — roughly 5 a week — over the past 8 months of data.
They're almost all airlift missions. The Patriot Express rotators (the ones with a fixed weekly schedule) fly out of BWI and Seattle, not Dover.
Seats are plentiful. The average flight releases about 38, and 86% of them fly empty. A typical Dover flight has 30+ empty seats at roll call.
On timing, the busiest months in our window were October (27 flights) and April (24); December was the quietest at 16. Ramstein specifically peaked in April and October and dipped in February. The April spike lines up with the spring PCS shoulder. We don't have summer data yet, so the conventional wisdom that June–August is the busiest stretch isn't yet confirmed in our numbers.
What kind of seats do Dover-to-Ramstein flights have?
It depends on the aircraft. Dover's Ramstein missions can be either a C-17 or a C-5, and seating is very different between the two.
The C-17 is configured with webbed sidewall (jump) seats — long benches with cargo netting back support. They're spartan but functional. On lightly loaded flights, you can usually lay out on the cargo floor after takeoff.
The C-5 has airline-style passenger seats in a separate troop capsule. Reaching it involves climbing internal stairs, and on some configurations a vertical ladder of ~20 feet up to the capsule. Not ideal if you have mobility limitations, are traveling with small children, or have lots of carry-on baggage. The C-5 also has rear-facing lounge seats in the tail section.
Most travelers find Space-A flying comfortable, even compared with commercial.
How often does Dover run to Ramstein, and what's the cabin like?
Yes — Dover-to-Ramstein is the busiest Space-A route, averaging about 11 flights a month (87 over the past 8 months). The aircraft is typically a C-17 or a C-5.
Comfort notes from regular travelers:
- C-17 cabins tend to run cold. Bring a sleeping bag — many travelers stretch out on the cargo floor and sleep through the flight.
- C-5 cabins tend to run hot. A blanket is usually enough.
For the cabin layout and seating differences between the two airframes, see the 'regular seats or web seats' FAQ above.
I'm new to Space-A and Dover is my closest terminal. Where do I start?
Dover's a great starting point if it's nearby — it's the busiest East Coast Space-A hub. Worth knowing up front:
Like all military flights, where they go is mission-driven. Dover's a primary East Coast airlift hub, with Ramstein, Germany running multiple times a week. You'll also see less-frequent flights to RAF Mildenhall in England, Travis AFB in California, and various CONUS destinations like Norfolk, Andrews, Pope, and Charleston.
Check the 72-hour schedule to see where they're actually going next week, not just where they could theoretically fly.
One thing to plan around: every flight is one way. You may not get a flight back to Dover, so be flexible on the return — sometimes that means a different terminal, sometimes a commercial fallback. The flexibility is the whole game.
Where can I wait if my flight is delayed or I'm sitting standby all day?
Dover's USO is the standout place to wait for a flight, whether you're killing a few hours or stretching out an all-day standby. The center has several 'zones': a snack area, lounges with fireplaces, a gaming room, and an outdoor patio. The commissary and BX are an easy walk from the terminal — useful if you want a fuller meal.
If a flight delays, the AMC Museum on Dover AFB is a popular nearby option.
Does Dover (or McGuire) run Patriot Express?
No — neither Dover nor McGuire runs Patriot Express. PE has a fixed weekly schedule and runs from a small set of dedicated hubs: BWI (Air Force), Seattle-Tacoma (Air Force), and Norfolk (Navy).
Dover and McGuire are airlift terminals. The seats are great if you can flex your dates, but the schedule moves with the mission, not a calendar.
Do I really need to bring a copy of my sign-up email?
Yes — always bring a hard copy of your sign-up email, and make sure it shows a date and time stamp. Terminal staff use that stamp to confirm your priority on the manifest at roll call.
Will they let me on the flight if my ID is expired?
No. Check every ID before you travel, and if any will expire during your trip, renew them now. Expired IDs (including your CAC, dependent ID, and passport) will keep you off the flight.
